Vancouver’s city council has successfully been creating new rental and affordable housing, a popular promise it made to voters. But doing so is using all the money it collects from new developments, leaving no funding for new day care, community centres, parks and other public amenities. Has the housing focus changed the balance of amenities that have made Vancouver so livable?
